Responsibilities of the Authorities according to the RTI Act

   The Constitution of Bangladesh has given guaranteed to the citizens of conscience, freedom of thought and freedom of expression and learning. In addition to all people of the Republic is the owner of the power in accordance with  the constitution.  

     So only the free flow of information can empower the people. To consolidate the democratic system and the assurance of receiving the information is very important matter.

Progress of RTI Act-2009 since 2009 to 2012

The Information Commission sought for various information to the government and non-governmental organizations, such as, the situation of RTI Act implementation in the country, the number of appeals made using the Act and ratio of providing information, number of filed complaints and dispositions , the amount of fee collected from providing information, the petitions filed in the Commission and their resolutions, initiatives taken by the authority to implement the Act and the recommendations of improving the RTI Act in establishing the civil right to information.

Subject of the complaints and the type of information requested from mass people to the Designated Officers of different offices and autherities are as bellow: 

1. List of khas land, people enjoying the ownership of the khas land, land mutation, tax, DCR and information regarding purchase and sell of land;

Important suggestions for effective implementation of the RTI Act-2009

Some important suggestions for the Information Commission regarding the effective implementation of the RTI Act-2009 are as below:

1. In order to raise awareness among the officials about the RTI Act, 2009, the Chief Information Commissioner, Information Commissioners and Secretary of the commission should participate in the opinion exchange meetings of the Cabinet Division and in the various seminars organized in the divisional and district levels.

Imposition and Collection of Fines by the IC

a) The Information Commission may impose or realize fines with reference to the disposal of any compliant on the following grounds:

 1. if the Designated Officer has refused to receive any request for information or an appeal without assigning any reason;

2. has failed to provide information to the applicant or to make decision within the time-limit determined by the Act;
